The main objectives of this evaluation - applying DAC evaluation criteria - are to provide the relevant services of the European Union, and the interested stakeholders with:

For this mission we are looking for a national expert with the following qualifications:
Key Expert 2: Expert in country of assignment:
General description of the position: The expert shall conduct the evaluation in the country of assignment
- Expert category: Cat. II (>6 years of experience)
- Qualifications and skills required:
- University degree (minimum Bachelor degree or equivalent qualification) in domain related to food security and nutrition, agriculture, development studies or equivalent relevant.
- At least 6 years of experience in Food and Nutrition Security with focus in the fields related to the ToRs; experience with EU funded projects will be an asset;
- At least 6 years of experience in Monitoring, Evaluation, Accountability and Learning (MEAL) systems with experience in the Logical Framework Approach.
- The expert shall have cumulatively done 6 evaluations in the fields related to the ToRs.
- Language skills: Fluent in English - C2 level

- Graduate university degree (Master’s degree or equivalent qualification) in domain related to food security and nutrition, sustainable agriculture, social sciences, development economics or equivalent relevant, directly related area.
- 12 years of experience in evaluation of programmes and projects (ex-ante, mid-term or ex-post) in the fields related to the ToRs; with at least 5 evaluations as Team Leader and at least 3 evaluations in South Asia.
- Experience in food and/or nutrition public policy, and institutional capacity building at central and local levels.
- The expert should have 6 years of experience in projects related to the TORs at grass-root level;
- The expert shall have cumulatively done 6 evaluations in the fields related to the ToRs.

The specific objective of this EU FWC is to improve Kosovo’s absorption of EU Programme funds by reinforcing management and implementation capacities of Kosovo’s administration and potential beneficiaries.
Requested services include: technical advice, capacity building, training needs assessment, training/workshop provision, public awareness campaign, communication and visibility strategy and proposal preparation.
General description of the position: The expert shall be responsible for managing all the tasks related to the assignment, the drafting of the reports and debriefings.
