  • An overall independent assessment of the performance of the GESS II to be evaluated, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results
  • Key lessons learned, conclusions and related recommendations in order to inform future interventions.
  Required qualifications and skills - as a team:
  • At least a Master Degree Academic level in in education, social/behavioral sciences or related fields, or, in its absence, equivalent professional experience of 7 years.
  • Full working knowledge of English, excellent report writing skills and solid experience in field assessment and participatory consultations.
  • Knowledge of the Project Cycle Management.

For the Lot 4 EU Framework Contract, Cadena is immediately looking for experts for the following mission: “Scoping Study, Identification and Formulation - Social Protection Programme (Bilateral) - AAP 2024 “   The specific objectives for the assignment include: - To contribute to improved understanding of opportunities and gaps in the provision of donor support to vulnerable Jordanians in the social protection sector, as well as identify possible areas for closer alignment between national and refugee-response social protection programmes; - To reflect on the EU’s ongoing and recently ended programmes in the sector, and identify synergies and complementarities with interventions by other EU Member States, International Donors, UN agencies, civil society initiatives, etc. - To identify areas to further strengthen Jordan’s social protection systems (spanning social insurance, social assistance, social services, and active labour market policies), under the umbrella of Jordan’s National Social Protection Strategy, with a particular focus on women and girls. - To outline opportunities for EU added-value in terms of strengthening Jordan’s social protection system and improved access to quality, gender-responsive and rights-based social services.   The minimum requirements covered by the team of experts as a whole are detailed below:

For the Lot 4 Framework Contract (SIEA), Cadena is looking for a senior evaluator (Cat I) to implement a Mid-term evaluation Technical Vocational Education and Training by the private sector in Liberia. The senior expert evaluator in the field of development cooperation should have: • An advanced university degree in law, economics, political science, public administration, development cooperation or any relevant social science. Master’s degree in a subject relevant to technical and vocational education and training (TVET) or linked to the scope of the assignment. • At least 15 years of overall professional experience in development cooperation with specific expertise in conducting evaluations of technical assistance projects. • The evaluator must have a cumulative experience of at least 10 years in the area of evaluation, of which at least a minimum of 5 successfully completed intervention-level or strategic evaluations, mostly in but not limited to the field of development cooperation. Experience in the evaluation of interventions in the field of TVET is compulsory. Experience in the evaluation of interventions in the field of TVET linked to private sector development will be considered a strong asset. Previous experience in Liberia and/or West Africa will be considered an asset. • Language skills: Perfect command of English both orally and in writing.
