Category I - Project Management and Proposal Writing Training Specialist

For the Lot 4 EU Framework Contract we are currently looking for a Category I - Project Management and Proposal Writing Training Specialist for the new mission "CAPACITY BUILDING FOR KEY GOVERNMENT DEVELOPMENT COOPERATION " in Trinidad & Tobago The expert should have the following minimum professional qualifications and expertise:
  • Master’s Degree or higher in economics, finance or business administration, preferably with a specialization in Project Management
 
  • A minimum of 12 years of professional experience in design and implementation of project plans and delivering Project Management training. Some of this experience must be from the public sector
  • Understanding public sector policies and support programmes
  • Proven experience in leading and facilitating training workshops
  • Familiarity with EC guidance on programming, country strategies, and capacity building exercises
  • Experience with proposal writing
  • Experience working with international development cooperation agencies (loans and grants), inclusive of new and emerging trends in developing cooperation, such as blended facilities, multi-donor projects and south-south cooperation
 
  • Knowledge and understanding of the public sector in Trinidad and Tobago
  • Proven experience working with government counterparts , civil society organizations and International organizations
 
  • Fluency in English (reading, speaking, writing)
  • Ability to produce clear and concise reports, with excellent communication skills (oral and written)

For the Lot 4 EU Framework Contract we are currently looking for two experts for the new mission "Georgia, Moldova & Neighbourhood Cross-Border Cooperation of the Directorate-General Neighbourhood and Enlargement Negotiations (DG NEAR)". The experts should have the following minimum professional qualifications and expertise: For Cat. I expert-Team Leader
  • Masters degree, (or equivalent) in political science, science and technology or a related field. In its absence, an equivalent professional experience of at least 5 years in addition to the general professional experience.
  • Minimum 10 years of experience in the field of EC international cooperation, of which preferably 3 years in the Eastern Neighbourhood.
  • At least 20 project/programme evaluations of which at least three evaluations in the field of research and education in the last five years (three references to be given with the name of the relevant evaluation manager, directorate and unit).
  • Strong experience with the principles and working methods of project cycle management and EC aid delivery methods, in particular the logical framework approach (including relevant indicators).
  • Strong interpersonal skills and capacity to work with programmes and to liaise with parties concerned by the programme, including beneficiaries.
  For Cat.II EXPERT- Research and Education expert
  • Masters degree (or equivalent) in science and technology studies or a related field. In its absence, an equivalent professional experience of at least 5 years in addition to the general professional experience.
  • At least 5 years professional experience in the field of research and education, including fields such as physics, astronomy, health and medicine, energy, arts and education, e-infrastructure strategies, open science, advanced networking services for trusted access, etc.
  • Strong interpersonal skills and capacity to work with programmes and to liaise with parties concerned by the programme, including beneficiaries.
  • Proven experience in the European Neighbourhood Instrument/ European Neighbourhood Partnership Instrument is an asset.
Language skills of the team
  • English: Full working knowledge of English (minimum C1) and excellent report writing skills (minimum C1) for both experts.
  • Russian: the knowledge of Russian is considered an advantage for Expert 1 (Team Leader) and an asset for Expert 2 (Research and Education expert)

For the Lot 4 EU Framework Contract we are currently looking for an expert in intern-university relations and exchange (Cat III) for the new mission:  'Promotion du Programme ERASMUS+ et renforcement du partenariat entre les Universités Publiques du Togo (UPT) et les Universités européennes". The expert should have the following minimum professional qualifications and expertise:
  • The consultant will hold a graduate degree (minimum Bac + 4) management / economics, sociology or other equivalent degree or a related field the mission.
  • The consultant should have a good ability to design, editing and synthesis. It must also be able to work under pressure in a team and be fluent in English and French. Knowledge of a third language such as Spanish would be an asset.
  • He will have proven experience of three (3) years minimum.
  • The consultant should have at least one experience in establishing and monitoring of inter-university partnerships and / or scholarship programs, including with universities in developing countries.
  • It is essential to have at least relevant experience in the context of the ERASMUS project between European and African Universities.
