For the Lot 12 EU Framework Contract, Cadena is immediately looking for a Green Transition/ Renewable Energy Specialist for the following mission: “TECHNICAL ASSISTANCE TO SUPPORT THE NAMIBIAN TRAINING AUTHORITY (NTA) IN IMPROVING THE TVET OFFER RELATED TO THE GREEN TRANSITION” The global objective of the consultancy is to provide technical assistance (TA) services and technical support measures to the NTA to equip Namibian workers in the formal and informal sectors of the economy, including women, youth, persons with disabilities (PWDs) and marginalised communities with the relevant skills and qualifications necessary to participate in the green energy transition. Requirements / profile for the Green Transition/ Renewable Energy Specialist (KE-2):
  • General description of the position: The Green Transition and Renewable energy expert will be responsible for building technical capacities, developing vocational and educational training (TVET) programs, and fostering workforce readiness in green technologies, particularly in renewable energy and hydrogen industries. He/She will also be responsible to liaise with industries and TVET centers for the design of competency-based training programs and occupational standards tailored to the needs of the renewable energy and hydrogen sector.
  • Expert category II (>6 years of experience)
  • Completed university studies of at least 3 years, attested by a diploma, in the field of Renewable energy, Engineering, Economy, Climate change or sustainability studies. In its absence, 5 years of equivalent professional experience in addition to the minimum 6 years of general professional experience.
  • Specialized certifications in renewable energy (e.g., solar, wind, hydrogen) or green hydrogen technologies will be an asset.
  • General professional experience: Minimum of six years’ experience of working in the green energy sector, particularly in renewable energy technologies (solar, wind, hydro, etc.) and emerging fields like hydrogen production, storage, and distribution.
  • Experience with public and private led projects related to energy transition, decarbonization, and green industrialization.
  • Specific professional experience: In-depth technical knowledge of renewable energy systems (e.g., solar, wind, bioenergy) an/or hydrogen technologies.
  • Experience in projects related to the hydrogen value chain, including electrolysis, transportation, storage, and usage in industrial applications will be an asset.
  • Experience in developing and implementing skills development programs or TVET initiatives tailored to the needs of the renewable energy and hydrogen industries will be an asset
  • Expertise in identifying green job opportunities and developing strategies for workforce reskilling and upskilling in renewable energy, hydrogen, and other low-carbon sectors.
  • Experience in stakeholder management and coordination, such as engaging with government institutions, private sector companies, training providers or industry associations.
  • Language skills: Fluency in English

  • Completed university studies of at least three (3) years, attested by a diploma in a relevant field such as Education, TVET management, Technical or Engineering studies (e.g mechanical, electrical, etc), human resources development, economics. In its absence 5 years of equivalent professional experience in addition to the minimum 6 years of general professional experience.
  • TVET-specific qualifications or certifications are considered an asset.
  • General professional experience:
  • Minimum of six years’ experience of working in in the TVET field, ideally in both technical capacity (e.g., curriculum development, trainer training) and in management or policy roles.
  • Previous experience in Namibia or Southern Africa is considered an asset.
  • Specific professional experience:
  • Experience working with government institutions, vocational centers and/or, private sector stakeholders on educational policy development.
  • Experience with competency-based training (CBT) approaches and national qualifications frameworks.
  • Experience in assessing training needs, developing occupational standards, and/or aligning curricula with industry requirements.
  • Experience in capacity building for TVET institutions, including training of trainers, teacher development, and/or institutional strengthening.
  • Strong project management experience, including team management, planning, budgeting, monitoring and evaluation (M&E), and reporting.
  • In-depth knowledge of global best practices in TVET, including gender and social inclusion in vocational education, digital and green skills training, and/or innovation in teaching methods.

Pour le Contrat-cadre SEA 2023 (l’UE) - Lot 12, Cadena recherche immédiatement des experts pour la mission suivante : « Appui à la promotion du programme Erasmus+ en Côte d'Ivoire » Objectif général : Contribuer à augmenter le nombre de bénéficiaires Ivoiriens (individus et institutions) du programme Erasmus+ dans toutes ses composantes. Objectif(s) spécifique(s) : Renforcer la visibilité et la connaissance du programme Erasmus+ en Côte d'Ivoire dans toutes ses composantes auprès du public cible, dans les Institutions publiques d'enseignement supérieur et les établissements de formation professionnelle, en coordination avec les Etats membres de l'UE et le point focal national Erasmus+. Les exigences minimales couvertes par l’ensemble de l’équipe d’experts sont détaillées ci-dessous :
  • expert.e principal.e 1 chef.fe d’équipe (avec une expérience professionnelle dans un secteur pertinent à ce lot d’au moins 12 ans)
 
  • expert.e principal.e 2 (avec une expérience professionnelle dans un secteur pertinent à ce lot d’au moins 3 ans)
  Qualifications et compétences
  1. Diplôme d’études supérieures de niveau BAC + 3 ou équivalent dans un domaine pertinent, ou en son absence cinq ans d’expérience professionnelle équivalente.
  2. Qualifications supplémentaires en lien avec la mobilité universitaire – ou de manière plus générale avec les établissements d’enseignement supérieur – internationale souhaitée.
  3. Compétences en matière de politiques d’éducation et de développement de l’UE.
  4. Facilité de communication, excellente capacité de rédaction et de synthèse.
  Expérience professionnelle générale
  1. Un des membres de l'équipe doit avoir une expérience d'un minimum de 12 ans dans le domaine de l'enseignement supérieur et/ou de la formation professionnelle ou dans d'autres domaines pertinents avec la prestation demandée, en Europe et/ou en Afrique.
  2. Un des membres de l'équipe doit avoir une expérience requise d'un minimum de 3 ans dans le domaine de la formation professionnelle ou dans d'autres domaines pertinents avec la prestation demandée, en Europe et/ou en Afrique.
  3. Excellente pratique du français à l'oral et à l'écrit.
  Expérience professionnelle spécifique
  1. Expérience requise d’au moins 3 ans dans la promotion du programme Erasmus+
  Date indicative de début de mission : 30 juin 2024 Date de fin indicative : 30 juin 2026 Durée de la mission : 24 mois Le lieu d’exécution est à Abidjan principalement et à domicile. For the Lot 12 EU Framework Contract, Cadena is immediately looking for an Eritrean expert (Cat. III) for the following mission: "Support to the tertiary Education sector in Eritrea - selection of on-line courses" The assignment aims at creating the basis for increasing knowledge of the youth in Eritrea in specific sectors; the increased knowledge will also enhance the job opportunities for the youth. The project shall identify European Union University/ies which hold on-line courses covering the specific priority sectors which will be identified by the potential beneficiaries. For the Lot 12 EU Framework Contract, Cadena is immediately looking for experts for the following mission: “Assessment of PROCULTURA and identification / formulation of a follow-up project”  The global objective of this assignment is to support the EU Delegation to Mozambique in designing a programme to promote employment and create income generating opportunities in the cultural and creative industries in the PALOP-TL countries, taking into account the lessons learnt of PROCULTURA. The specific objectives of this assignment are:
  • Conduct an assessment of the PROCULTURA project (11th EDF)
  • Identification and formulation of a follow-up programme to promote employment in the cultural and creative industries in the PALOP-TL countries.
  We are looking for a Cat. II expert that covers the following criteria:
  • II (>6 years experience)
  • University degree or Master's degree in social sciences or similar field or equivalent professional experience.
  • Excellent drafting skills, good communication skills, adaptability and social awareness;
  • Ability to synthesise, analyse, collect and evaluate data.
  • Minimum 5 years of professional experience in the cultural sector in development cooperation
  • Experience in one or more of the following areas: design, financing, implementation, monitoring and evaluation of culture projects and programmes.
  • Previous experience in EU project management would be an asset;
  • Knowledge and experience of EU international development cooperation procedures.
  • Experience in organising consultations/surveys.

  We are looking for a Team Leader and Culture Specialist that covers the following criteria:
  • Expert Category: Cat. I (>12 years experience)
  • University degree or Master's degree in cultural planning and management, or in the field of social sciences or equivalent professional experience
  • Minimum 12 years of professional experience in development cooperation in general, of which at least 3 years in the cultural sector
  • Experience in developing and/or designing and/or implementing development programmes in the sector of culture in at least 3 countries.
  • Experience in two or more of the following areas: the design, financing, implementation, monitoring and evaluation of culture projects and programmes.
  • Good understanding of the European Union and its policies of culture in external action is an asset;
  • Working experience in European programmes for cultural cooperation is an advantage;
  • Good knowledge of EU aid modalities and procedures
  • English written and oral level B2 minimum.
  • Portuguese written and oral level B2 minimum.
  • Additional information: The Team Leader will have the responsibility of writing the Report and accompanying documents, and will lead all the contacts and cooperation with the EU Delegation.
